At the request of the House of Representatives’ Committee on Climate and Green Growth (KGG) of the Duth Parliament, the WKR has produced a scientific factsheet on the Market Stability Reserve (MSR) of the European Emissions Trading System (ETS).
The factsheet examines how the MSR works and outlines the implications of a proposal by the European Commission to amend the functioning of the MSR as part of the broader ETS review. This factsheet is a publication by a number of individual staff members and council members and is not an official publication of the council.
