Here you find information about the current and the completed advisory reports of the Netherlands Scientific Climate Council (WKR).

The Council views the climate issue in the broad context of other societal challenges, such as biodiversity, circularity, broad prosperity and justice. Council advisory reports are therefore always about climate in connection with other fields of science, including economics, law, behaviour, ethics and health.

Our published advisory reports

The Netherlands Scientific Climate Council's first advisory report, titled ‘All aboard for the transitions’ deals with directive choices that the Netherlands faces in the transition to climate neutrality. This advisory report serves as input for the Climate Plan 2025-2035.

In the advice ‘Clearing the air?’ the WKR adresses the question what principles and policies the Dutch government can adopt to govern the development of carbon dioxide removal (CDR)? It is necessary for the government to initiate policy on CO2 removal.

In december 2024, the WKR finished an advise on agriculture.

In the first half of 2025, the WKR published two advisory reports: one on climate adaptation and one on developing a climate vision.

In the first three months of 2026, the WKR published three advisory reports: one about the future of the energy-intensive industry, one on behaviour change and one about the circulair economy.
